To Rotate Any Object In AutoCAD You Have To Provide Two Value First Specify The Base Point Which Around You Want To Rotate The Object And Then Second Value Is Specify The Angle Of Rotation.

Full Step To Rotate An Object:

1. Make Selection Window And Select Object Then Press Space Or Enter
2. Type RO And Press Space Or Enter
3. Specify The Base Point Of Rotation Either By Mouse Or By Type The Coordinate Of The Point
4. Specify The Angle Of Rotation And Then Press Space Or Enter  (see image - 1)

in this image suppose i need to rotate a rectangle then i have to select this by making selection window and then press RO enter then i will specify base point and enter then i have to provide the angle of rotation such as 45 degree or any value up to 360 degree
