Answer: 

The command for open and select color dialogue box is “COL+Space/enter”

To select color from dialogue box just follow the steps-

1. Open any drawing file (new or existing)
2. Type “COL” and press space or enter, after this a popup window will appear select color as your choice (See image 1, I selected magenta color)
3. Press ok after the selecting or picking color form dialogue box.
4. To check this is working or not you can draw something and see the color of object will show as your selected color (See image 2)
